MISSION Noise Control Foundation, Inc., (NCF) is a research and educational organization dedicated to stimulating the development of public policies to reduce the impact of noise on society. NCF, founded in 1975 in New York City as a 501(c)(3) organization under the U.S. Internal Revenue Code, is working on the formulation and promotion of public policies for the abatement and control of noise in the environment and in occupational settings. Organizing forums and workshops is one of the vehicles to accomplish this task. NCF emphasizes the important role that noise plays as a constraining factor in the sustainable development of the world’s urban areas.
CAETS Since 2007 NCF has been working in cooperation with the International Council of Academies of Engineering and Technological Sciences (CAETS). The 26 CAETS academies have a significant role to play to bring noise control technology to the attention of the world’s policymakers. NCF is currently providing the secretariat for the noise study of the CAETS Noise Control Technology Committee (NCTC). This committee is available to assist with interactions between the leading engineers developing noise control technology and those in the world’s governments who are responsible for implementing policies that bring relief to the world’s citizens from the noise generated by the dominant noise sources.
CAETS NOISE STUDY The technology assessment phase of the CAETS noise study was addressed in forums in Southampton (2008) and Ottawa (2009). A third CAETS forum on "Worldwide Product Noise Emissions" was held in Lisbon in 2010 and addressed the issue on how to inform the public on what can be done to quiet noise at its source. Noise control technology is available now to satisfy many public demands for a quieter world, but the public is generally unaware of what this technology can do. An assessment of the technologies available and needed in the future to reduce the emissions of the world’s dominant noise sources and how this new assemblage of information can be translated into action on the part of governments, manufacturers, and other interested parties is an integral aspect of the CAETS noise study.
TQA FOLLOW-UP PROGRAM In October, 2010, the U.S. National Academy of Engineering (NAE) published a “Technology for a Quieter America” (TQA) report with 27 recommendations to governmental agencies on their responsibilities for taking action to control noise in America. The NAE has a TQA Follow-up team to stimulate adoption of the recommendations of the TQA report. Many of the recommendations are broad in scope and cover a wide range of issues that relate to environmental and occupational noise. The team is currently working with government agencies to provide assistance at a national level with the implementation of governmental projects that are within the scope of the TQA report. Two projects among several others are being planned for 2012: A workshop on “Motorcycles--A Significant Noise Problem,” being organized with the New York City Department of Environmental Protection, and a workshop on noise in U.S. national parks, being organized with the U.S. National Park Service.
